I like how Evil Leafy literally has “evil” in her name and yet so many people like snowball and lightning get way more charges

Lightings charge for bells string could be justified. Bell asked Lighting to shock them since Bell has multiple people climbing her (which each of them could get an assault charge). So Lighting was just being a lawful citizen and defending her friend Bell.
