He threatened to blow up the entire city by mixing scream powers and laugh powers. I am not sure if that qualifies as criminal negligence (he failed to realize the damage he would cause) or public endangerment (MANY innocent people would die in such an explosion) but he should defiantly be charged for that.
Actually threatening to blow up the city is domestic terrorism which would likely be punished with Death or life imprisonment without the possibility of parole and considering they both essentially made the massive bomb itself by mixing the laugh and scream power (an explosive mixture) in a large container. They absolutely could face terrorism charges as well as manufacturing and possessing explosives (Which going by the US standards like he did in the video) could absolutely land them major jail time for the possession charges and the death penalty for domestic terrorism

THEN Kingdom Hearts III happened where Randall snuck back in but was again yeeted to the bayou, at which point Johnny arrived.

MU is a story of at least 2 monsters who play who has the "longest" with the excuse of having a career: with no background in which Johnny and Randal see this mistake, they only could become antagonists if not villains
Could Johnny and Randall also get a sentence for their stunt of mixing Laugh and Sceam power? The show demonstrated it would have caused an explosion if the MFITs hadn't extracted the scream power. It was basically dangerous mishandling of energy resources that could have at the very least endangered all the monsters at Fear Co. or even the whole city, plus the mole from MERC overheard this info and Johnny dismissing Tylor's warnings. I feel like that constitutes something like reckless endangerment.

She expelled Sulley and Mike because they risked a contact between the 2 worlds: they were two students not two authorized scarers, and trespassed a door of Monsters Inc, and as much monsters knew, children were "toxic" (and adults could react in a much dangerous way than how children could do) 2:55 theoretically, the main question is not "is it legal to reach into human world apart from Scaring?" (as much as monsters knew, and as we see with Randall, it means not only the "toxicity" but the risk of an adult's reaction) but "how did Johnny manage to reach the trailer before the woman beat Randall to death, when the door was destroyed meanwhile?" 4:02 theft of energy, sabotaging and slandering Tylor 7:00 and without presenting the situation to CDA, they banished the 2 monsters illegally (as much as Sulley and Mike did with Randall later)
If I recall correctly from the Mift crew in season 1 they said that harboring a banished monster was punishable by banishment. So technically Johnny should receive banishment as part of his punishment
Randall's banishment didn't count at the end of the first movie because it was done illegally, whether he deserved it or not. And Tylor and Val didn't get into trouble for bringing the Abominable (Adorable) Snowman back because it was revealed that he was also illegally banished to the Himalaya by Mr. Waternoose for accidentally finding a letter about the scream extractor.
