Green goblin would probably win if he argued insanity and dok ock was controlled by the chip so he was essentially brainwashed into doing all of his crimes
The problem is that someone like Osborne will get sent to the asylum but this is not Norman at this time he has become the Green Goblin who is nothing but everything wrong about a human with no redeemable qualities.
