It's easy to confuse the Imperial agencies because the Emperor carefully distributed power by making two versions of every agency each with basically the same mission. It's a very typical move by a fascist autocrat, because it ensures no one can get enough power to threaten the ruler, and leaves the subordinates fighting with each other and trying to curry Imperial favor.

The Gestapo were one of three German police forces integral to the Nazi-controlled state: the Gestapo (abbreviation of Geheime Staatspolizei or German State Police) and Kripo (Kriminalpolizei) formed an agency called the Sicherheitspolizei (Security Police) or SiPo, and the Ordnungpolizei (Orpo). SiPo (later merged with the Sicherheitsdienst or SD to form the Reich Security Main Office or RSHA) had a role more akin to the FBI. The Nazi equivalent to the CIA was the Abwehr (military intelligence). But the Abwehr was controlled and staffed by passionate opponents of Hitler and Naziism, and it was dissolved by the Nazis in 1944. The RSHA then handled foreign intelligence as well until Germany's defeat in May 1945. Nazi Germany was a bureaucratic mess. Adolf Hitler distrusted his subordinates, and he created a government of competing power centers to prevent a coup by any one faction. This had the effect of merging the German state with the Nazi Party, and distributing police authority across multiple branches of government and the Wehrmacht (armed forces). Star Wars has no comparable structure.
