It is awarded when someone advances to the upper dan ranks, beginning with 6th dan (6th degree black belt). You'll notice that he wears a black belt in some of his videos and a red-white belt in others, as he's still a "black belt" in the sense that everything from shodan (1st degree) up is a dan rank that is typically associated with being a black belt in one of these arts, and many instructors who have earned these higher belts still stick with a "plain" black belt when they train or aren't doing anything ceremonial. Formally speaking, the "colored belt" ranks are known as kyu ranks, with their numbers in *descending* order as rank increases. Thus, white belt is the highest numbered kyu (I've generally observed it to be 6th or 7th kyu in the judo systems I've seen), while the lowest numbered kyu is the final rank of brown (first kyu or "ikkyu"), which comes right before the first black belt rank (1st dan or "shodan"). The dan ranks are black from 1st through 5th dan, then red-white (like Shintaro's belt in this video) from 6th through 8th dan, and then solid red for 9th and 10th dan. You may observe slight variations depending on the school/system, whether they're affiliated directly with the Kodokan (the school in Japan where the founder Jigoro Kano first began teaching judo), etc. But the info above should be generally correct for most proper judo schools you'll encounter.

​@ryansmith9138 that reminds me of a ridiculous back-and-forth I got into with someone a while back about tournament belt/gi rules, and the guy was obstinate about how any program/school/tournament that isn't IJF-affiliated "doesn't count." It was baffling to me. They're doing all the same techniques and training just as hard, but because they might swap belts for tourney competitors or don't pay dues to a given organization, it's like they don't exist. I can think of few things that are farther from the spirit of good martial arts in my mind than such arbitrary, tribal gatekeeping. Oh well. I for one am glad that Shintaro teaches with a broader mindset. I just want to learn the art. I care far less about this week's exact accepted rule set for competition at IJF-sanctioned events. 🤷‍♂️
