Thuc,Lefebvre,Mendez lines of Bishops(plus any possible valid Duarte-Costa Bishops)should conditionally Ordain/Consecrate each other,work together,and begin process of electing a Pope. Welcome any Old Catholics willing to receive conditional Holy Orders & denounce their error. We have precedent for this via the Great Western Schism.

They aren't the same reasons for rejecting the Pope. So, what you suggest is not applicable. This problems is not about a difference of only one dogma but about rejecting a 'church' that has lost all vestige of Christianity in spite of its name. The actual reason of separation of this Bishop - Pío Espina - from Rome, is not to reject the Papacy - as institution - but the rejection of all those who have the complete control of Rome today and who are manifest heretics and apostates. They have changed the Mass, the Sacraments, the prayers, the dogmas and anything that is essential to the Faith. The church of Rome is no more truly Catholic. This thought is a hard thought, but think of the Buddha placed before the Tabernacle in Assisi (times of Wojtyla /John Paul II), think of the Pachamama inside St Peter's Basilica (times of Bergoglio / Francis) and so many other outrageous things, true profanations of the Catholic Church (during Ratzinger / Benedict) like naked people dancing in churches, etc, etc.... It would be impossible to list here all things that have been done, but those memories might help you to understand what is going on.
