I agree the mounting hardware is a cash grab, but at least they make multiple wind screens that use the same hardware. I have the 10 inch tinted screen that really looks good and good for around town and short trips. If I'm going a longer distance, I slap on the taller screen and I'm good to go.
I got a National Cycle Deflector screen for my ‘20 Scout Bobber - similar in size and also with a quick disconnect system for short, in town ride. The deflection angle can also be adjusted. Total cost including mount was around $140 US IIRC. I asume they have a similar unit for the Scout. I had similar results as yours as well.

I did not like the low deflector at all. It looked great, but it was just looks. Mind you, I only had the mid deflector for a very short period of time before I traded in the bike, but I did not notice a wind noise difference with the deflector and without it. In fact, I kept the deflector on the whole time precisely for that reason. I also have a half helmet where my ears are uncovered, so it wasn't just the full face helmet blocking out the noise.
