I live in the Okla city area, we're just starting the spring storm season and it has been very active so far. I've had 3 touch down within 3 mile of my house in just the last 15 days.

This wss the first time a "Tornado Emergency" was ever decleared. Which is really saying something just how bad it was. One of the local TV stations was broadcasting live as tge tornado approached and you could hear the fear in the their voices as they were telling people to take shelter.

Unfortunately, many homes do not have full basements. We have them in New England, though tornadoes are rare.

There really is no way to control a tornado, you can only predict them and give warnings so people can move to safety. Though it still happens at times where the warning comes too late after a tornado started forming.

This is not the biggest tornado, this is the most powerful record. The largest tornado recorded was the 2013 El Reno tornado at 2.6 miles wide.

To control that in any real way would be to prevent it with technology that does not exist outside of fiction. One example would be from star trek the next generation, deep space 9, and star trek voyager mentioning "weather modification nets".

I don't think the video footage at the beginning is from that specific tornado in 1999. It is footage from a tornado which happened later. Plus, it's not called the "Fujitzu Scale"! It's called the "Fujita" Scale!

Sadly there is a "cost of action" doctrine at play here and while it is not an official doctrine, it is an economic reality. While we could build community tornado shelters that would make it easy for people to take shelter in these neighborhoods, the rarity of these storms striking a particular area makes it so that most of these shelters would never be used or see the danger of a tornado being a real threat. This makes the cost of taking the action of building them in enough numbers and frequency to make them effective so high that they outweigh the value of the lives they might save. In truth the lives lost is relatively low compared to the damage caused by the tornado. Damage costs that has to be born by the local, state, and federal governments in addition to the people who live in the affected areas. An example of cost of action outweighing benefit would be the idea of putting seat belts on school busses. Sure they would reduce injuries and save lives in the event of an accident, but school busses so rarely are involved in serious accidents that the cost of adding seat belts outweighs the cost of liability from not having them in the first place, making the cost of the action so high as to be counterproductive. While this sounds horrific if it is your loved one who has suffered because of a lack of a safety measure that by itself seems insignificant, it is often this rule that causes these actions to remain unaddressed when they seem like the obvious life saving solution. The truth is they are not the money saving solution.
