If a brazilian is invited for something, but he or she does not wanna go, they will say "I will think about it" or "I will go if I can" or some other excuse, but we will rarely say "no" directly. But I think we are even worse than the japanese, because even if we say "I'll go for sure", there's a chance we are not going. And to make it even worse, we will not even contact you to let you know we're not going. We just don't show up and go silent until we eventually have a random awkward encounter with you and then we will try to explain why we did what we did. Of course, not all brazilians behave like that, but it's a very common behavior among brazilians.
