Considering they didn't really have to follow rules whenever they wanted it's amazing any campaign was sustained at all is my opinion. Hate realizing all the crying about having to follow rules was part of extremely effective psyops strategy. Just have agents you let run free while the entire state local to top denies this obvious reality. Even still with all the touts and leash given they couldn't military destroy the Provos - or "weren't willing to pay political price to try to" - however you want to view it. I personally like to include things like political reality in analysis to avoid trending into cope territory.
