I have flown IFR sometimes . On x-country flights even after checking with FSS it is best to treat your flight as a IFR flight . Have all necessary info you will need for arriving airport . After contacting approach , request vectors to the localizer , it's just that simple , follow their directions . When you gauge makes movement then fy to them to the outer marker , set your glide slope and bring it home . I find this easy..

Where is it stated about "right or wrong" altitudes for IFR flight? The regs only require the odd/even altitudes for IFR flight in uncontrolled airspace. Is it written elsewhere or is it just an unwritten rule? Or are the controllers following rules that pilots are not able to see, like minimum vectoring altitudes?

FAA JO 7110.65, the “bible” for all ATC. It is older than most of us associated with aviation, and has grown from less than 100 pages to 710 pages according to the current PDF. It is the basic rule book for all ATC.

The altitudes are not right or wrong for pilots, but it is the codified operating procedure of ATC to generally adhere to these altitudes for smooth flow of traffic. The pilot can request anything they want. The AIM makes note of these altitudes in several places, one reference is AIM 4-5-1, which quotes JO 7110.65 a.k.a. the "Controller Bible".
