If I had a Power App that saves data to a SQL list, the app would have many users and potentially incur high costs. If, instead, I saved data to a SharePoint list and had one separate Power Automate flow transferring from the SharePoint list to SQL, would I only have to pay for one premium user license?

Beware of multiplexing in building your environment (see below licensing from current guides). With further information we could explore best licensing solution. Please feel free to contact us. Microsoft Power Platform Licensing Guide August 23 - download.microsoft.com/download/9/5/6/9568EFD0-403D-4AE4-95F0-7FACA2CCB2E4/Power%20Platform%20Licensing%20Guide%20May%202023.pdf Multiplexing Microsoft’s Multiplexing rules protect against customers looking for ways to purchase fewer licenses than would otherwise be required to access a software or service. “Multiplexing” refers to the use of hardware or software to pool connections, reroute or indirectly access information, and/or reduce the number of devices or users that directly access or use a product. The most common form of Multiplexing is often thought of as “connection pooling”, where many users are accessing an application through a single contact point. As technology in the world has advanced, there are many other forms of Multiplexing that have emerged, such as automated processes to migrate data, accessing applications indirectly, and more. Multiplexing does not reduce the number of subscription licenses of any type required to access the Power Platform services. Any user or device that inputs data into, queries, views data from or otherwise accesses Power Apps, Power Automate, Power Virtual Agents and Power Pages apps, directly or indirectly must be properly licensed. The number of tiers of hardware or software between with Power Platform apps and the users or devices that ultimately use Power Platform indirectly does not affect the number of User SLs required. For additional information about multiplexing refer to the Microsoft Multiplexing Overview. (Licensing Documents (microsoft.com))
