IPA forum on the Voice to Parliament in Melbourne - June 2023

Institute of Public Affairs’ research has shown that the proposed Indigenous-only Voice to Parliament is risky, uncertain and divisive, with little detail around its consequences.
There is a large and growing body of domestic and international evidence which demonstrates that the Voice will be more powerful and have a far greater impact on the way Australia is governed the proponents claim.
On 14 June 2023, the IPA held a public forum to discuss the Voice to Parliament proposal. Attendees heard from IPA Director of Legal Rights Program John Storey, IPA Deputy Executive Director Daniel Wild and Nyunggai Warren Mundine AO.

Persuasive. Australians generally want the best for Aborigines but this Voice proposal will bring trouble, division and resentment if it gets up. I hope the referendum is properly audited.

A number of players need to be proactive (1) the AEC and (2) the ABC - already management have had to warn their reporters over bias. They had "comments" turned on for their "fact check" and then switched them off and removed the comments. What was clear was No voters were raising points around detail, and comments made by Voice "advisors" whereas Yes voters engaged in fairly silly ad hominem attacks. Anyone that understands constitutional law and how legislation works under the constitution knows the Voice is very dangerous. The fact a government would insert a Trojan Horse into the constitution is truly despicable, very un-Australian and against the best interests of most Australians.

Excellent introduction by Mr Storey followed up by a differently slanted overview by Mr Wild which opened up the problems respecting the Voice ever further and then Mr Mundine's heartfelt personal journey with his reflections on his life and the wider Australia over the years. The summation of these three reflections is that Australians are already, and must remain, equal under the Crown and there should not be any racial discrimination whatsoever. There is no need for a Voice as we already have many groups working in this area. Vote NO.

This is a very measured approach to the issues- the problem is how do you propose to have this message delivered to the generations who have been indoctrinated to accept the proposal that all the issues that confront the 20% of Aboriginal people can only be solved by a political solution that reinforces an elite that has failed to lift their own people from poverty over decades.

The cost of giving the Aboriginals a voice in parliament is to take All other Australians voice away. So All other Australians will lose their voice . I cannot see it working any other way. Politicians will give their Partys ideas before elections but they will not mean anything because Australians that are not Aboriginal wont have a voice. So why even have elections , We will not be a democratic society anymore. Its Apartheid .

So like the White Australia policy, the world is still at war with Germany, and Japan fighting World War 2? Why stop there? If by your ridiculous accusations History is stagnant, static, and fixed then why has the world changed, transformed from a European-centric to post-colonial globalised world? And also changed the map of the world with the emergence of new states in Africa and Asia. If History is stagnant, static, and fixed, then how did the global population grow from 1.8 billion people in 1919, and swelled to 7.7 billion in 2019. The surge in world population has put serious pressure on vital resources such as food, water and energy, resulting in the outbreak of armed conflicts, particularly in Third World countries. While there were only 50 sovereign states in 1919, today there are 193 members of the UN. This has changed the dynamics of IR, as new issues ranging from intra-state conflicts to environment and climate change began to have a serious impact on world politics. If History is stagnant, static, and fixed, then how is there a widening of the technological and economic gap between the global North and South? Increasing the level of unemployment, underdevelopment, radicalisation of youth and displacement of millions of people in various conflict zones of the Third World. Militarisation, extremism, violence and terrorism increased because of poverty, corruption and misuse of power by the ruling elites? Perhaps History is a continuous, systematic narrative of past events as relating to a particular people, country, period, person, etc., usually written as a chronological account; chronicle: a history of Australia; a history of attributing all disappointments on others? a history of receiving hundreds of billions, indeed trillions of dollars over the following decades, generations since the abolishment (rejection) of The White Australia policy. Indeed hundreds of billions of dollars have already been spent by Australia/Australians generations past, in their attempts to rectify the previous wrongs and injustices. And at some point along the ameliorating and bettering, balancing trajectory you are either failing to address the actual issues. Such as structural racism being the exclusive reason everything doesn’t simply work out perfectly for a community that has become so reliant, dependent on welfare that it is not only expected, but any question as to this welfare's incredible, unbelievable level, or its apparent lack of results is deemed in of itself racist. Indeed if there was any clearly identifiable culprit responsible for the lack of genuine progress regarding Australian Aboriginal and Torres Strait Islander groups failure to flourish, systemic Australian repression, and racism would most clearly not be the root/explanation. (Unless one was habitually using this as a technique to shut down legitimate, reasonable, and appropriate concerns.) While the Yes vote is collapsing, the question should be asked: how the hell did something so absurd ever gain that level of traction in the first place? Honestly embracing a group's cultural ancestry to such an aggressive degree, and using this cultural ancestry as an excuse, is clearly pretty racist. Equally blaming some other culture, and those belonging to this differing cultural ancestry is clearly and unquestionably racist. The echo chamber that has created ‘The Voice’ in its current form needs to take a long hard look at themselves; and their shameful, unjust, and discriminatory doctrine of critical race theory. Issues of racial and social injustices are hardly ousted by elevating and heightening race (cultural identification, credentials). Especially on a political level, but also within the wider community. The Voice to Parliament is all about adding a new “Elite Canberra-based bureaucracy” in the constitution rather than reconciliation or recognition of Aboriginal and Torres Strait Islander peoples. Australia has over 270 cultures, let’s embrace them all, but most importantly let’s embrace the Australians who make up our country first. The individual, and not limit Australians as only their cultural identification, credentials. Victimhood culture has taken over the Australian political landscape. Victimhood culture is another technique in obtaining power, and silencing opposition. The moment Australia stepped over the line from equality to a favoured group, we took a massive misstep. We must walk back this shallowness and clear stupidity. The voice doesn't exist to do anything but stroke the egos of a select few at the expense of everyone else. Indeed this proposal is completely self-centred, prejudiced and incredibly vainglorious, real positive change is not being implemented. So a small corrupt group can gain greater power! White Australia policy. Keep clutching onto that Victimhood culture, it’s apparently the only rationale for anything and everything that happens to Aboriginal and Torres Strait Islander peoples in Australia. It also conveniently shifts the spotlight of why trillions of dollars of taxpayers money has clearly made little to no practical productive impact on the genuine issues Aboriginal and Torres Strait Islander peoples face in Australia.

It started with the picture of the Monarch being removed from all public service offices. Then the Aboriginal flag permanently raised on public buildings- then the spoken and now ubiquitous written acknowledgement. And in the background the media stopped mentioning the Governor-General's and Governors' offices. And these invisible 'Elders emerging' with an unheard disembodied 'Voice'. A vast abstract heirarchy has been sketched in our minds like a religion. It's hypnotic.

YES/NO BREXITT VIEW The referendum on apartheid in Australia where we are asked to vote on separation of races will fail just as the Brexit referendum failed because common sense always triumphs over ill-conceived agendas. The people who say they are voting yes in Australia do so to avoid conflict in their social and work place whereas in actual fact they will vote differently as they did in Brexit. There is also another highly alarming menacing question. Consider what this country would look like if this referendum succeeds. Those with the right genetic inheritance - and their descendants for all time - would gain an additional method of influencing politicians and officials that would surpass the normal rights of citizenship. The Voice would be empowered to make race-based representations about all areas of public administration and all new laws. Public servants would be in a truly dreadful position. Instead of making decisions according to law and the instructions of their superiors, they would need to consider representations from an institution of state whose only purpose would be to inject racial preference into public administration. Quality of citizenship is fundamental to what it means to live in a democracy. It is reinforced by the fact that the source of Australian sovereignty is the people of this nation - all of them, regardless of race or national origin, and regardless of whether they arrived yesterday or have antecedents who arrived 60,000 years ago. Over 200 years ago almost everybody, (every human being walking the Earth) was at a ‘disadvantage.’ And while of course Australian systemic response to socially acceptable practices has indeed progressed significantly over our nation's brief history, for over 50 years there has been a concerted, collective, well-founded, and legitimate effort undertaken by all Australians to rectify any and all past injustices. Today Australia has a Voice, (there are over 1300 separate Aboriginal and Torres Strait Islander, Indigenous Australian representative bodies (Voices).) We Australian’s (ALL AUSTRALIANS) have democracy, we have freedom, and if anything we as a nation have perhaps conceivably gone too far in the direction of appeasing a very small and clearly powerful and commanding dominant collective who are apparently enduringly discontented, displeased, and dissatisfied. The Voice is not a path to reconciliation, and harmony it is a path to entrench structural racism within our nation's constitution. Something that should be abhorrent to all Australians but particularly so to Indigenous Aboriginal, and Torres Strait Islander’s. The only basis on which The Voice would make any sense would be if Indigenous Aboriginal, and Torres Strait Islander’s had no right to vote, and had no representation within Australia. So please Greens, and The ALP don’t lecture and moralise any Australian on our tolerance, open-mindedness, or our almost universal acceptance of the Aboriginal people. The Voice is fluff, popular, crowd-pleasing, and overt virtue signalling, encouraging intolerance, narrow-mindedness, and dogmatism. Yet beyond this reality. The Voice is another expensive misuse of money that could and indeed should be actually being used to improve the lives of Australians. And perhaps even used to improve the lives of all Australians in need, without any thought to their race? Or their cultural background! Being honest this voice is a scam for Aboriginal elites , A way for them to get a lot more money then the 32 Billion a year they already get. Thank you very much for this, IPA. I am passionate about justice for Indigenous Australians, but I am not persuaded that the Voice will deliver justice for anyone. I am nervous about messing with democracy. And also, I think the censorious tactics of the Yes campaign are atrocious - especially while they sling pejoratives like “racist” and “Trumpian” at the No campaign.

In WA, the Geraldton mayor said he had to cancel a tree planting ceremony in a park devastated by fire, "as he did not consult" with the local aboriginals, given that this was advertised prior to the proposed planting. If this referendum gets up, this is what at a base line dealing with into the future. This is a seriously racist proposal and must be voted no.

A great country has been built. All the tools are there for 99+ % of the population to be able to build a life. One of the biggest hinderence for many people, be they indigenous or descendants of settlers and newer immigrants, is the culture the household that a child grows up in. No program, micro-controls on white fellas attitudes, reparations will not change the culture of a dysfunctional household for the better. It was when I left my parents and made good solid life decisions that life got better. (Note, I did have a stint on drugs and kicking that short career was brilliant)

The voice to Parliament "Yes"campaign is the most divisive initiative I have ever witnessed and the dumbest thing I have ever seen our politicians propose. It is racist in the extreme and places the vast majority of Australians on the democratic margins. If we hold the idea of a democratic and egalitarian Australian political system to be an objective of our democracy. We must see that this proposal makes no advances towards that ideal, however, it does advance the notion that we should be divided by racial and cultural types. Can anyone explain rationally to me why there should not also be Anglo, Chinese, Indonesian, Russian, Italian, Greek, Vietnamese voices to parliament as well? We are either a unified democracy or not. Either unity is an objective of our political processes, or it isn't. I am very tired of sitting quietly, whilst someone reads a welcome to country to me, as though I may not be welcome in my country, except by the say so of someone else, of a specific racial type. To continue along this path of racial division will only bring civil unrest and ever increasing disunity to Australian society. It will not heal anything and will tear open old wounds. Stop this insanity now, before it is too late!

Most intelligent people understand the scope of words in a constitution define the scope and breadth of legislation thereafter. When Anne Twomey (advisor to voice panel) was asked about showing/sharing draft legislation (Interview with Dana Morse, ABC 19th Jan) two of her three key points were (1) its inappropriate (2) would confuse voters and limit flexibility. Implicit in point 2 is the Voice seeks to achieve maximum flexibility with minimum recourse to the High Court of Australia. Very clear cut NO vote.

@@chesterwilson9796 Thats correct. The really disingenuous part is the deflection towards "read" various voice documents. Whereas the real issue is the change to the constitution that will allow legislation to be applied to almost anything that effects Aboriginal Australian which in effect is almost anything that effects the rest of multicultural Australia. Its incredibly broad and therefore incredibly dangerous. Anne Twomey (solicitor that has a speciality in constitutional law and member of Voice advisory panel) expressly stated showing draft legislation would "limit flexibility". For a government to take this approach and refuse to answer questions on detail and in effect mislead Australians is a real act of political "bastardry" designed to disenfranchise by stealth multicultural Australia as a whole. Very wrong in my view.

On 27/5/1967 Australians voted to change The Constitution so ALL Aboriginal and Torres Straight Islanders be treated the SAME AS ALL AUSTRALIANS. The vote was YES at 90% Therefore ...answer is NO-CHANGE

That was the referendum so Aboriginal and Torres strait Islander people Can have a vote to Parliament. Indigenous peoples did not have the right to vote,they weren't recognised as citizens in their own country.Australia is a Racist country with old colonial laws which are designed to incarcerate indigenous peoples.

It should be clearly understood that, unlike all the other power-brokers who have formalised positions within our Constitution - the Members of Parliament, Senators, the High Court judges, the Governor-General, the military and civil servants, who are all elected or appointed for set terms and can be removed by being voted out, sacked or retired, with no expectation that they can pass their position onto a family member or descendant - the Voice members will be different. They will be ‘chosen’ [that is, appointed; free elections for the Group of 24 are not proposed] based on regional and family (tribal) connections. This will allow powerful Aboriginal families and clans to dominate the membership process and ensure that only their family members are `chosen’.

Sick of being told what's good for you 😡 Australia has no empathy towards indigenous peoples. The original P.O.M.E.(Prisoners Of Mother England) descendents from convicts telling us how we should live We were free before the white man came enforced their rules on us conformed us to their ways then chucked us out like rubbish made us struggle for equality.Now we have a chance for self determination for what our old people fought for respect.

I’m a migrant in Australia from the biggest communist country. From my home country, the government does a "good job" to determine people’s rights depend on who their father or grandfather are, not only in legal wise, also in all wider areas., as they have more Voice in government high class than others. I love living Australia as it treats all races equally and great harmony to all people, regardless of who your father or grandfather are. After 25 years I live in Australia, the government decide to give some people more privilege than others, just because who their father are, and they even want to put it in the law! How ironic! Well done for Albanese government to turn this brilliant country into communist country!

This voice is NOTHING BUT A GIANT SCAM. One of my many jobs was driving road trains between mine sites and at one particular site we had to drive approx 10k's extra (both ways) because the aboriginals would not let the mining company use a road because of it being cultural land but then surprise surprise they were allowed to build a better and shorter road and I found out later that the reason was that the mining company had offered the aboriginals more money (SO MUCH FOR THEIR CULTURE) It has and always will be about MONEY, POWER AND CONTROL.!!!!!

Vote Yes, Aboriginal-Australians deserve to be recognised as a sovereign people in their own country. Yes this is about race, but in a good way. They were here first, and have loved and cherished the land for thousands of years. If a voice to advice parliament about policy helps close the gaps and improves the lives of more Australians, they should get that. It’s only right they are independently recognised in the country’s constitution. I’m all for it. Vote Yes, if you care about all Australians having a fair go and getting what they deserve. Vote yes to fight systemic racism in Australia. The liberals will tell you to vote no because they want Aboriginal-Australian’s to assimilate and forget their culture and history. They do not wish to help indigenous people get justice and what is rightfully theirs, which is recognition. The Liberals and Sky News media will spin a racist web of lies about how the voice will segregate us and how the voice is “Racist”. When in all reality it is what they do that is racist to not acknowledge that Aboriginal-Australians where here first and to oppress their sovereignty. The No voters don’t understand the importance of recognition and working together to get better outcomes for All Australians. The No voters likely won’t understand the statistics. The No voters and liberals do not want reconciliation or equality. They want white supremacy in Australia and will use non-whites that aren’t black to get that. Vote Yes to fight oppression and for acknowledgment. Let’s do right thing by our fellow Aboriginal-Australian brothers and sisters and Vote Yes to acknowledge them as First Nations in the constitution, and give them a chance to fight discrimination and improve the outcomes of more lives. Completely agree with your vision for first nation people as a Italian migrant in the 50s with nothing but 2 suitcases when we arrived in Australia we worked hard without any government handouts we prospered and a lesson can be learnt that work gives people self esteem and that anything can be achieved just ask any migrant to this great country.

Michael King OBE wrote a book; 'Moriori, A People Rediscovered', where he clearly describes how the 1835 massacre of Moriori by Maori was deliberately carried out in a location called no other than Waitangi Bay. Moreover, Moriori were enslaved by Maori in such an unrelenting brutal manner that it is difficult to comprehend let alone express the horror of it all. The genocide of Moriori by Maori was an extermination of a peace loving people. New Zealand needs more than anything to reconcile with its past, its Human Genesis. Unless and until this occurs NZ lives a lie.

The people running the yes campaign can’t even admit to the true history of indigenous peoples in Australia before colonialism let alone the historical facts of colonialism they like to say that the British invaded their country but there was no invasion and the Aboriginal people did not have a democratic society they were hunter gatherers who practiced cannibalism they were fighting against each other and they hadn’t advanced their country in over 40 thousand years but the colonials advanced this country to the great country it is today and these people calling for the voice say they want us to pay for what the colonials took from their ancestors but what about what the colonials have already given them isn’t that more than enough the billions of dollars they have been given for years isn’t enough so I ask what will be enough

G POLITICS We are being confused when we associate Politics with science, and Politcal associations of the past: changes in technology have caused changes for better and for worse. Citizens in the world must find it hard to fully associate pragmatism with what goes on with those who see themselves as ruling countries. At the highest levels of Politics radical tolerance is demonstrated, where mentioning Fascism or right wing Politics is meant to stop further discussions. On the other side, on the ground, the situation is not the same when it comes to tolerance: verbal and physical presences in opposition are not treated kindly, and mark a big difference between the walk and the talk. It can happen that a Political Party can adjust very quickly opportunist reactions to crisis, while ignoring obvious public reactions IN FACING dysfunctions. A lateral global analysis clearly demonstrates that high levels of intelligence have been orientated towards Trojan Horse Politics, as mentioned over and over again, while geo Politics dominate where actual analysis of situations are done mostly withinj the borders of each coiuntry, the only exception being the war in Ukraine. One effect of the global radical positivism (soft illusive talk) used is a constant renewaf of what could be called Humanist reactions (because walk and talk do not match), with different identifying aspects but with common factors which are anger and violence: the confusion generated affect all levels of Society, mostly since orientations taken for decades by education, information and the Legal System have taken Citizens further away from genuine Humanism, or, at best, sustain static thinking patterns, no matter the invasion of Logistics. It is unfortunate that, since Covid, many aspects that require non partisan Political Awareness have become ground for Political conflicts: it may not be the role of the average Citizen to discuss the Scientific aspects of Climate change: the main concern being that this is kept within the confinements of an expertise that is far from agreeing with each other, and shows signs of corruption, and involving countries with a minor impact on toxic emulsions. Most Western Countries have faced traffic regulations and help to handicaps and seniors, in positive manners, that can be sustained and improved, while priorities should be now orientated towards reductions of ALL KINDS OF POLLUTION, involving Citizens more! More responsibiliites should come from the ground, and not constantly fully from the illusion that science has everything under control: the "follow science" concept by Joe biden has not shocked anyone, with no reaction from Religions matching this massive invasion. Operational systems are in place that can be used embracing a common prupose.: The Psychology mentioning the avoidance of shadows, or the dark side, is only marginal, and the global selection, conscious or not, of ONE 'VOICE' has the consequences that we are witnessing associated with a constant demand for more or this type of control. We are standing on a borderline where Humanism can be eradicated: it is possible that more and more dysfunctions affect more and more people to the point of creating reactions that bring to light globally, the physical and mental effects and causes ot the Trojan Horse impacts.

My cousin's, I asked them about any grants from NDSS and the answer is interesting, they're had to pay everything themselves, never been any progress or help for any Aboriginal in Gippsland. Say no to the voice, for city academic credentials out way the people of the bush/country Australia.

When the apology speech was made one man stood out and you would follow this man to where. I find it odd that mr mundine would speak out against the voice. All liberal minded people would prefer them silent. Bonner and wyatt in their ranks. I did enjoy uncle toms cabin a good read. Truly the man from the state that gave us kanakas should pull his head in. So this is how it played out we do what we always do act out of fear and ignorance and fast forward thirty years to a warm place where asia can not hold on anymore and ignore the pleas from a deeply racist and divided country to their south. Im often asked by foreigners but you put chains around the aboriginals necks. Yes l said that was for mock trials in w.a. in queensland they just shot em dead. Weve had 235 years to get this right blessedly for the aboriginals we will not have 235 years more. This is our last chance. There has never been a soventry of Australia until the British sent there thieves, hungry, and home sick peoples who wanted there family back in the UK and they were treated like slaves had to work long hours unaccustomed to the heat, lack of facilites with the minimum of comfort.But they eventually settled in and had their loved ones reuinited life improved and now this is their home over the centuries.we are a multicultural country.

As a teacher, I see the lack of opportunities/ infrastructure in housing, health and education. He sat on a board - nothing much has changed for the poor!! Alas, I am very saddened by this. The voice will be made of young and old- all communities- I am not gullible- as I have seen suffering first hand - maybe he is moving in different circles!! He needs to be open minded for other 87% of the Aboriginal peoples views of this land!

There are approx 800,000 Aboriginals in aust. A previoys google enquiry puts it at 730,000. Approx 2 billion is spent each year for them. govt has upped that to 4 billion adjusted for inflation this year. Info from a recent political party email. Aboriginals in the outback apparently live on a type of communal land and it's cited as one reason why they are unhappy. Why not speak directly with those people and give them what they want and need to prosper.

There is nothing moral or righteous in this proposal that unites Australia as one larger than WESTERN EUROPE country blessed with Resource Developed over the Past 250 yrs. Rushed through unilaterally REFERENDUM will result a LOSE LOSE outcome . So think about a soul destroying experience for both sides YES or NO. The search for overcoming ABORIGINAL DISADVANTAGE is an ëxecutive government apparatus use it diligently. Not just to reach financial goals but housing health and happiness for outback communities suffering from lack of transportation facilities. .

POSITIVE RADICALISM is about the conviction that saying NO is offensive: these comments are based on experiences, at different levels, in the USA, Australia and France. Administrations and many people have adopted a type of soft behaviour that denies the Jungian approach in dealing with shadows, with the dark side, as being paramount. There is a gap created between the soft Voice of the Left and the harsh ways in dealing with realities, threatening people who do not agree with their Politics. This is causing a blurred dysfunctional vision of life, mostly when associated with manipulated History, and manufactured genders Philosophies, and more. The inner child syndrome, anger and violence, is affecting individuals, and appears to spread to Nations in ways adapted to weaknesses: in Australia First Nation People are being 'played with, in France Revolution trends and in America guilt. Opportunism appears not to be orientated towards better being, but about taking advantage of generated crisis; so a common factor is present in intentions, a same global context with différent contents. It can be confusing though to mention conspiracy theory when the issue really is about facing what are seen as problems affecting the world and finding solutions: amalgams never help..Both the conscious and unconscious are affected, so to just define intentions is not helping because this is blocking a neutral search of solutions.
