That is a "Sensor Shift" image stabilizating system to stabilize your camera. Not a vibration mechanism. instead of "Optical Image Stabilization" that moves the lens to stabilize, this "Sensor Shift" mechanism is more effective for stabilizating the image since it shifts the actual sensor itself.
