Irvingman Presents Spiderman Season 1 Episode 16b: The Dark Terrors 

Gotta love when the villains talk to themselves and reveal important info, only to be surprised that they are not actually alone and they've blabbed the whole thing to the hero.

On Earth-1867, this was the case that broke Peter Parker and Spider-Man. It wasn't the shadow creatures, or the TV viewer scope. It was the fact the villain wore a goofy costume while sitting around at his headquarters. This time, he left the jewels, he left the shadow glasses, and he left the webbed up Phantom... but he kept the TV for himself. After a year or so making his name, S.H.I.E.L.D. hired him as a contractor for an eye-watering amount of money. Peter used some of it to buy the Daily Bugle. He regularly runs features with titles like "J. Jonah Jameson: Publisher or Menace?".

This guy is a lot like the Shade from DC.

Funny, this same basic costume design was used for a 70s Batman villain called The Spook. Glowing eyes and all.
