If they had said "there was a guy here an hour ago taking pictures from the public footpath but he is gone now" they would not have shown up' Mostly burglaries are reported after the burglar is long gone and there is little prospect of catching them, so showing up is not very useful. I reported someone in my driveway trying to open my car door. No one came because they were long gone. I did send them the security camera footage though so they know what they look like should they be seen in the area again. They would then have a reason for a "stop and account".

I think those phones also have a motion sensor as GPS only would be not accurate enough. Sometimes you need to stay in one place e.g. to fix stuff but are still very well alive. But in case you do no longer move your body because you become unconscious, the phone will send an alarm and the location, often combined with acoustic alarm to alert people nearby.
