Is it because the aircraft to be intercepted has already been identified as low threat? Or are they just trying to avoid looking so aggressive against the usual foreign aircraft (example Russian and Chinese aircraft's) to not escalate tensions.

this is not a problem whether they speak correct english , chinese or not. The problem is that the chinese aircraft didn't care much about violating Japan's airspace. Hope all the Chinese can realize that it's really impolite and rude for us.

Whether were talking about the PLAAF - or any respectable Air Force - whoever wanders into any airspace that is sovereign, or, another nation's respective ADIZ? Well... you could speak bumo and it still wouldn't matter - the intruding party knows exactly where they are - and why they're there... kind of hard to play ignorant in 2016 - if it's another military aircraft of another nation - then more than likely, its a deliberate act - especially if theirs more than one. JASDF squawks the warnings because they follow ICAO established rules as any other professional Air Force would.
Taking the time to rearm a payload would likely let the enemy escape. Sometimes you just need to get into the air with what you have and hope it works.
