Japan had signed an agreement with the major foreign powers in the '20s to curb the arms race, establish peace in the Far-East, and not to pursue military endeavours in China (among other things). They broke that agreement under the false flag operation known as the Mukden Incident. Yes, it is somewhat hypocritical, but I think it had more to do with Japan breaking their agreement and its disturbing shift from a relatively peaceful Taisho democracy to an aggressive militaristic state. The Japanese military was not content to share the pie and wanted the whole lot (and more), as evidenced by the events that followed.

Yosuke Matsuoka himself was opposed to this withdrawal (he was pro-Britain/America and anti-USSR) and sought to reach a negotiation, but the prime minister (Makoto Saito) and foreign minister (Kosai Uchida) at the time refused to comply, most probably due to the consequences it would have on their approval ratings. So this whole scene was against his will. Ironically, the Japanese people welcomed Matsuoka when he returned. He was ostracized within the cabinet for his adamant opposition against starting a war with Britain/America, and was essentially fired (prime minister of the time Fumimaro Konoe is said to have called for a total resignation of the cabinet for the sole purpose of getting rid of Matsuoka). Then onward, Matsuoka was never able to return to power. He was said to have been bawling his eyes out when learning about Pearl Harbor, not knowing how he could take responsibility for the casualties sure to come. When being called in for the Tokyo Trials in 1945, a very likely death sentence, he supposedly told the people around him that he had "finally become a man". He died the following year from tuberculosis. Besides the stuff mentioned above, Matsuoka also played a significant role in the protection of Jewish refugees. He was the boss of Chiune Sugihara, sometimes referred to as the Schindler of Japan, and took part in providing food, shelter, medical aid and passports. Upon being questioned by his peers for his decision, he is said to have answered "I support the anti-communist clauses put forth by the Nazi Party, but I do not support anti-semitism. These two are completely different matters, and Japan must make this clear". On the other hand, Matsuoka was also said to have been a heavy cocaine addict, speaking for hours on end (and could possibly explain part of his talent as a public speaker). There is also a famous (but unconfirmed) story of him getting wasted in the Kremlin with Joseph Stalin and claiming he was a communist, most likely to score some points. All in all, a very dramatic life and intriguing personality that begs for further inspection. Yet today he is typically remembered only for this moment, and most Japanese people today recognize him as an incompetent-at-best politician, associating him with the reckless decisions that led Japan into a devastating war (despite him being a victim of the system, if anything).

Many foreigners and Japanese misunderstand. The withdrawal of the United Nations was not only bad for the Japanese government. Furthermore, the League of Nations at that time had little influence because the United States and Russia were not joined.

I don't think the Soviets or USA would have made much of a difference. The Americans were involved in the Lytton report that instigated this and were not interventionist nor the only world power at the time. The Soviets were members during the Italians attack on Abyssyina, the Spanish Civil War AND the second time Japan attacked China in 37. So they didn't really make a difference the other times I doubt they would have here. The League of Nations wasn't particularly effective for many reasons but I do not believe a more active USA or Soviet Union would have made a huge difference.
