One thing to consider is conservation and selective harvest. Let the big ones go to keep the fisheries healthy.

What rod/reel/line setup?

Best bet is to use a light power rod with a medium fast action, a 2000 or 3000 sized reel. Line is users choice. We like using a super braid like Fins Windtamer or Crappie series in a 8lb breaking strength or the sunline xplasma in the same breaking strength tied to a #28 power swivel then either a flouro or Mono leader about 3 to 4 ft long depending on your bait and the fish you are targeting.

Both! just adjust your weight depending on depth the fish are, but like Joel said 1/16th is a great place to start.
