The fact that he hasn't been in any of them is a travesty. You wouldn't even need to write a character. Just have him in the game as himself, give him a rough idea of a job (So he can assign you a mission) and let him go.

My first car was a Volkswagen square back drove it home to show my parents when we walked out the front door the back of the car was in flames my dad was like let it burn lol.

I sold cars from age 18-24 in the hood and most of what Uncle Joey is says true. There’s always a few a uncle Joey at every car lot. Most of us have driven the dealers cars home without permission for dates. Some of us even steal the dealerships new cars and sell them with fake titles.
I think they should put Joey in the beer commercial because he IS THE MOST INTERESTING MAN IN THE WORLD. Cant you Joey playing that part. It would be great. Lol.
Listening to Joey stories while Josh is laughing his ass off is probably the best thing I found all over RU-vid. I come back to this video every once in a while, specially when I had a shitty day and I really need to sit back, chill and have a good laugh.
