Juggling with Axel 4 in Streets of Rage 2 : New Era - Mod Demo 

Axel from Streets of Rage 4 was added to SoR2 New Era as a demo for the modding capabilities of the engine. It isn't meant to be an accurate replica of the original SOR4 at this stage.
It is likely that after v3 release, a more comprehensive and accurate Streets of Rage 4 mod is properly developed for Streets of Rage 2 New Era, including other playable characters, enemies and stages.
Streets of Rage 2 New Era is a fan-made port of Streets of Rage 2 to modern platforms.

V3 will include:
Customization capabilities for you to create your own Streets of Rage game, with custom characters and new levels in HD
This video contains footage of the first v3 alpha, which allows you to play with custom characters and mechanics - such as those from Streets of Rage 4 - in any of the existing game modes - as is the 30th anniversary mode.
*The final version will not contain copyrighted material from other games.*
It will only provide the support for creating and adding mods.

Current release is v2, with:
Classic mode - a true recreation of the original game.
30th Anniversary mode - an enhanced version of the game in widescreen, fluid controls and countless bugfixes.
Local and online multiplayer - up to 4 players.
Built-in speedrun time splits and game replays.
A couple surprises that you unlock by completing achievements.
