It's probably because this was fairly calm (by JC3 standards.) I got a lot of framerate drops on the PS4 as well.

AG_PEPPER yeah it sucks,jc2 had no issues on 7th gen,and there are so many other better looking games that run fine,but this just sucks

and those had 512mb of ram, we've got 8gigs now,they should've optimized this game

I wouldn't say that the game isn't optimized; this game just gets really busy at some points. The PS4/Xbox One aren't the most powerful things, you know. The framerate does get really low, though, pushing about 6 FPS at the worst.
