One fact I know is that the reason behind the whole "Heisei is coming to an end" could be reasoned to Toei thinking the Emperor Heisei (the man the whole era is named by) was going to step down around Build's airing but they got it wrong and which is why Build has so many legend rider forms that are mostly scrapped. Also kinda funny seeing Build's introduction to us is literally him stealing power from his seniors XD
It's probably also why Zi-O is the 10th phase 2 Rider and accordingly should have an '11' motif, but has a '12' motif instead. I think Toei really embraced the whole 'Heisei' thing at that point (well, since Gaim, really) and they scrambled production order in there in order to get Zi-O out in time and still have time to have Zero-One out as the first Reiwa. Would honestly explain a lot of things if they skipped one planned season after they learned Akihito was coming down; because Zi-O was pretty much development hell. They had Takanori Nishikawa singing the opening in previews but later changed the singer for ISSA, the messy writing and production (Shirakura even calling Inoue in half way in to write some stuff, which was just... wow) and scarcely calling in legacy actors. In the end it kinda worked out being Decade's sucessor because there's another boy that got his season screwed behind the scenes because of poor planning.
There's one thing this movie half addresses that I think is wild is never brought up ever in the series. It is entirely possible for a bugster to take the human form of the human it used to achieve 'maturation' or whatever you wanna cal it. It's the reason why Poppy is the splitting image of Dan's mom. Supposedly even Graphite would be a 'male version' of Saki. If that's the case, then Parad should look *exactly* like Emu. They even play "twinsies" with Mighty Brothers. I know Parad's actor is tall and looks different, but the switcheroo Dan has them doing is proof that you could mistake one for the other; but through out the entire series, no one EVER makes any passing comment about how the two should be similar looking. The vision of VR in this movie really is a product of this time. Remember when the Oculus had just come out and the only two things people ever did with it was drawing and 3D modelling? People didn't even use it to watch 360 videos or video games yet.
