Kansas makes BIG push for Chiefs, Royals to leave Missouri

State and local officials from Missouri denounced Kansas legislators’ attempt to lure the Kansas City Chiefs and Royals across the state line, saying they would take steps to keep both teams.

Kansas City Mayor Quinton Lucas, in a statement on Tuesday, said the city and state would continue negotiations with the teams that Missouri and Kansas City have “welcomed, funded and supported … since the 1960s.”
“We remain in the first quarter of the Kansas City stadium discussion,” Lucas said.
Kansas lawmakers on Tuesday passed legislation meant to help finance new stadiums for the Kansas City Chiefs and Royals in an attempt to relocate one or both teams from Missouri. The legislation, an expansion of the state’s existing Sales Tax and Revenue (STAR) Bond program, could yield hundreds of millions of dollars for each stadium.
It comes after Jackson County, Missouri, voters in April rejected the extension of a sales tax to help finance a new downtown Kansas City baseball stadium for the Royals and upgrades to the Chiefs’ Arrowhead Stadium.

It wouldn't take anything from local residents or residents of KS. The stadium bonds KS would use are only funded by sales taxes collected at the stadium district. Not anywhere else

Do you get to keep your property taxes to renovate your house? Does any other kind of business get to pay itself in lieu of taxes? No matter how they try to spin it, this is public money for a billionaire’s business. And regardless of what they tell you, these things do not pay for themselves.

After what’s happened with the Raiders and now the A’s my adult brain has kicked in. No more childhood fantasies of how important professional sports are…yes I treasure my memories of my teams but now I realize how unimportant all of this garbage is. This story just confirms that it’s completely out of control. Just say no.

@@jonnyt16 I can’t speak for other baseball teams but I can say with confidence that Fisher and Kaval are as bad as it gets. They routinely lie, do everything on the cheap and literally took no personal interest in the A’s. It’s amazing how disconnected from the real world the ultra rich are. Especially silver spoon ones like Fisher.

Data proves that having a sports franchise adds little to a local economy .Building a new stadium does create lots of construction jobs initially but once the stadium is built all the jobs at the stadium are low wage jobs . The tax payer should never be on the hook to fund a sports stadium unless they themselves approve of it on a ballot ..And only a fool would vote to pay a billionaire to build a stadium just to have the privilege of saying that a team plays in their city when most in those cities won’t even be able to afford to go to a game .

Kansas City, Kansas (KCK) lured the KC MLS team there a decade ago. That is also where the Kansas City Motor Speedway is. If you’ve ever been to that part of Wyandotte County, KS, you’ll notice money is being invested there

As a previous KC metro resident for a decade in the 2000-2010s (lived on both MO and KS sides of the state line), thank you for the explainer the beginning. The state line is a very interesting and complicated dynamic that very few outside of the area even know exists. There are more layers to it than what you described (for example, KC metro population is spread roughly 60% MO and 40% KS, and Jackson Co MO [where the tax vote happened] only comprises about 33% of the total metro population). It will be fascinating to see how it all plays out. WELL DONE!

If it hasn’t been mentioned yet I think the main reason the tax extension didn’t pass is because most KC’ers don’t want a DOWNTOWN stadium! There is no place to park down there as it is! Not to mention the proposed site would uproot a whole bunch of small businesses. That area has just come back and the Royals owner wants to crush it.

KCK has had Sporting Kansas City (MLS) since 2008 (stadium share with the then Kansas City T-Bones in the Northern League) and their own stadium since 2011. They are the only major professional mens team to be in Kansas so far. Would be interesting if KCK attracted either MLB or NFL (or both)...

The funding plan and relocation planning of the Royals relocation was abysmal. The people planning the downtown stadium were looking at three locations, and a month before the vote they moved it to a fourth location. Then they promised a park over the highway, which is a good idea, but there wasn't a funding plan, so it was just an idea. Lastly, there was no plan for transit. The street car would not be able to handle the amount of traffic the stadium would add. There is some parking in that area of downtown, but not enough. The highways aren't well suited for the traffic either. IF the Royals had a well thought out plan, instead of threatening to leave, the vote would have passed.

@@ron1970SJ The parallels are only skin deep, though. One was a local resident who built his early career in the area, and immediately returned to live out his post presidency, while the other left permanently as soon as he was old enough - and only returned to be laid to rest. There is also the proximity element. You just don't see much named after Ike in Kansas outside of Arlington. Eisenhower was never a part of the Kansas City area the way that Truman was. It would be a nostalgic sweet/cruel irony if a Kansas complex was named in Ike's honor as a deliberate knife-twist to Missouri, but I suspect a commercial branding is much more likely. Ike just never got the same kind of local embrace that Truman did.

Important note: Kansas’ deal actually comes at no additional cost to taxpayers as they have special bonds known as S.T.A.R. bonds that would be sold to investors that would take on the risk of any losses, although it would likely be profitable enough to pay them back, considering how good the Chiefs alone are, and the dedication of the fans in general. Also of note, where the stadiums would likely be built in KCK already had an MLS soccer stadium, NASCAR speedway, independent league baseball stadium, hotels, restaurants, shopping district, entertainment, plus more growth on the horizon that would be bolstered by a new stadium or two. They’re even building a Margaritaville resort out there.

Yeah many people don't know how STAR bonds work in KS lol. I still think the Royals will end up in NKC or eastern KCK. I doubt they would go to the speedway.

I agree with your statement in principle, but they are no different than any other company leveraging tax payer money to cover their expenses like Walmart employees being one of the largest receipts of food stamps or oil company subsidies. It's just business as usual in the USA. At least, Patrick Mahomes and Travis Kelce are fun to watch!

​@@MrRicklynch57dunno if I'd go that far. The financial aid piece is all about financial risk management. The financial risk on a $2 Billion investment is a lot higher than that of $500 million. It's just finance. Does it suck? Yes, but I can't blame someone for wanting to manage financial risk. It's also very likely neither Sherman nor the Hunt family have $2 Billion in liquid assets to throw at a stadium, and I doubt a bank would want to be that leveraged into a single account. That said, if you're wanting to do something like this, you should be willing to accept that financial risk. If you want tax breaks, sure. It costs the taxpayers nothing, but subsidies should not be a part of the equation. Just my opinion though.

As long as the Missouri governor does not come to St Louis to get money to give to KC area teams. Nobody 50 miles from KC should pay a penny to whatever happens to the KC Chiefs. NO Kansas money should come if the Chiefs and Royal stay in Missouri. If they move all Missouri money stays in Missouri. NO Missouri person should spend any money in Kansas that would help pay the taxes Kansas needs to raise to get the teams. The initial ballot question was just too high and got thumped at the ballot box. Whoever gets the teams overpaid and impoverished the area.

The existing sales tax is so low I doubt most people will notice the difference after it ends. That said I still feel other than normal infrastructure costs to run utilities and road improvements state or local taxes should never pay for any sports facility. MLB and NFL teams today are all relatively successful so the owners of the teams should put up the money to build any new stadiums. If the states want to help more with things like municipal bonds as long as the teams are responsible to see they get paid back that would also be ok. But any general state or local tax money should not be used that hurts the budgets of the state or local government. If anything the addition of a new stadium should be providing additional taxes to the area either real estate or income tax revenue.

Hello. 1 item people do not mention. Arrowhead land is owned by Jackson county mo. But new Kansas stadium would be owned by chiefs and chiefs would by on hook for funds if bonds not paid off by taxes.

Kansas is also willing to use that sports gambling money haha but if you look at the area, there’s casino, nascar track, mls stadium, lots of restaurants. Jackson county and Truman sports complex had since 1969 to build up around the current stadiums and haven’t… if anything it’s worse because no hotels, no restaurants can stay open since that’s what so many teams care about now what’s around the stadium (which I never really got, go to stadium spend my money, see game, go home haha)

You didn't mention that KCMO is the primary "city" of the KC metro area. While the entire metro has 2.4 million KCMO has a population of 510,000 while KCK has a population of 150,000. KCK does not have a proper downtown. KCMO has all the museums, tall buildings, entertainment districts etc. So that's where the Royals should be. They need to be in an urban area or they may as well just stay where they are. The Chiefs can move anywhere and it really wouldn't matter much although it would be nice if hey also stayed in the city where they originated.

This is true. I’ve only been in the area once (and spent more time in KCK, only driving through MO to get to the airport) and that was about 25 years ago. The Kansas side seems like a big suburb. But maybe that’s the goal, to develop KCK such that it rivals KCMO, in the same way places like Jersey City, NJ is developing and pulling business from NYC.

The Chiefs originated in Dallas as the Texans . Just like the Rams originally came from Cleveland , The Colts from Baltimore , the Ravens from Cleveland , the Cardinals Chicago ..Many teams originated from other cities

@@scottNNJ Exactly. Getting one (or even two) teams would have been unthinkable given the statuses of each side of the city. Kansas knows this. They see this as a very long term play on so many levels that would infuse a ton of money and interest to their side. I see the 75% "gift" as something that would pay itself back over the course of 30 years. And, at the end of the 30 years, they'll have the upper hand to continue to keep them. All of this will bring more and more infrastructure around the teams. It's a huge move and I hope to see it happen.

IMHO, public funding of sports stadiums is almost never a good idea... EXCEPT... it worked well here in Green Bay! First... no 'owner' personally 'benefited' because the Packers are 'owned' by Green Bay-the public. And second, the sales tax that was levied to dramatically improve Lambeau Field, held to the fixed timetable with the two planned extensions (that tax is no longer in force). Then the team itself enhanced the project with the 'Titletown' expansion several years later when times were better for them. The project was seen to be fiscally successful because the Green Bay Packers are NOT owned by a billionaire... but by the fans!

Also the city wouldn't be financing the cost of the stadiums. The state would issue bonds that are then paid back from sales taxes collected from the stadium district(s)

No problem moving the Chiefs and Royals to Kansas. The Kansas side is developing well there. The soccer team is already there. Being from St. Louis I want no help from Missouri for the Chiefs. Hunt helped Kroenke to move the Rams. At least Kansas City fans get to keep their team. I would have had no problem if the Rams had moved to the Illinois side of the river. St. Louis was only able to quickly approve building yet another stadium for the Rams since a local judge determined a hotel and entertainment tax did not affect all residents so a vote to first get public approval was not needed. St. Louis did however still need owner contribution. Kroenke though against NFL Relocation recommendation and an inital vote by owners finally was given approval to move once he signed an indemnification agreement to compensate NFL owners in the event of any St. Louis lawsuits. Even L.A. did not want any public funding for a stadium but Kroenke did it all with private funding. There are more important needs than for public funding of stadiums in both Kansas City and St. Louis.

People complain about poor people on welfare but nothing about billionaire handouts. I love Kauffman stadium. Compared to Busch, it is open and feels like a ballpark and less like a warehouse shopping strip. I hope people see they are subsidizing Mahomes' and Witt's salaries (along with the rest) doing these bs bonds and taxes. If this crap is allowed, I have some business ideas I'd like funded too.

Having two cities and two states competing for the sports team is an owners dream. It would be better for the cities and the taxpayers If the civic leaders in both KC KS and KC MO just make an agreement that one city would get the football stadium and the other the baseball stadium.

I lived within a 5 mile radius of the stadiums for 55 years. I've seen nothing that these teams have done to improve my quality of life. So I won't shed a tear when those traffic jams move to Kansas

If they go, what might remain in KCMO? They’ve got the T-Mobile Center that has failed to attract a major league team since it was built in 2007. They courted the NY Islanders for awhile, but that move never happened, and now the NHL’s expansion sites are on different cities.

Kansas and Missouri used to be in Big 8/Big 12 together and had a rivalry until the Tigers moved to the SEC. College football realignment has ruined rivalries such as Georgetown/Syracuse. Basketball. Pitt/West Virginia. Clemson/Georgia. Oklahoma/ Nebraska. Texas/Texas A&M oh wait the SEC right. You get the idea. Kansas City KS will never replicate Arrowhead Stadium .

IIRC Sporting KC of MLS has its stadium across the state line in Kansas. The team offices are in KC Missouri and the stadium and practice fields are in Kansas City, Kansas. The two Kansas Cities are about 5 miles apart. It's all about that someone will always pay for "prestige." Though stadium deals are break even-at best-and usually financial sinkholes. Both The Chiefs and Royals will go to someone who will offer the money.

They aren't 5 miles apart they meet at the Missouri River and State Line Road. Maybe the city hall's/downtowns are 5 miles apart but it's probably closer to 2 miles

One metro in 2 states is not that unique. NYC has New York and New Jersey. Philly has Southern New Jersey and Pennsylvania, Washington DC has DC, Maryland, and Virginia, Charlotte is in both North and South Carolina, and St.Louis has Illinois and Missouri.

No, but most people assume Kansas City is in Kansas, and not in Missouri, when everything everyone associates with Kansas City is actually in Missouri. I can't count how many times people have asked if I'm from Kansas after I've told them I'm from KC.

Sporting KC used to play at Arrowhead. Now they have their own stadium in Kansas City, Kansas. Those 2 stadiums are only 20-25 minutes apart. So it won't mean much to traveling fans. PS: They should never have changed their name from the Wizards!!!!

Why pay for the stadium every time you buy anything, when you can just pay a little extra in gas to get to the stadium. Kansas had the better deal, but you know what they say, the grass is always greener on the other side

This happens in a lot of America. A suburb tries to win the team away from the city (as the Braves partook of when they bailed out of Atlanta proper) and throws lots of $ at them. The Chiefs and Royals don't actually play in KCMO so why would it matter if they play in KCK instead? If KS taxpayers want to squander taxpayer $ to get their name on the map, more power to them. Most of the players on both teams actually live on the KS side of the state line anyway, as the tax situation is better in KS and they have some really nice suburbs that people who make the big bucks can live well in.

Big win for Missouri if the Chiefs move to Kansas. Most of the chief's staff will still live in Missouri and most people will think they just renamed Arrowhead. It's not like they're gonna change the name to Kansas city Kansas Chiefs.

Of course the state of Kansas will end up overspending. However, the chance to one up Missouri, a state with twice as many people, is a huge pull. Many people in Kansas would gladly pay extra just to get bragging rights.
