I think all these folks really need to know, where the public right away ends and the private area begins in their own working enviroment, before they decide to waste police time. Pretending to take readings is a security concern. They are not deluded. They had concerns about the safety of the patients. Acting like you have mental health issues is obviously going to concerns people.

I think you will find that those buildings are council owned. the fire and police are both public services that work out of public buildings with areas limited to public access, only if they a clearly marked.
There is a potential GDPR breach with the computer screen easily visible from a public pavement, and the photos taken by the staff member may have been taken with a personal phone.
