The C:\Mining directory is a folder I typically create on my mining rigs to make it easier to find all my mining files. Just open My Computer > C: > Right Click > New Folder and name it what you want. Then you can also exclude that folder from Virus scanning as most mining software is going to be flagged as a virus even though it is not. In the video I use that folder to copy the files you download, but you can use any folder of your choice. The point is just to note where you save them so you can change to that directory when running the commands in command prompt.
