Many of the devices that we use today are powered from AC mains. It's a potentially dangerous area when manually plugging and unplugging our electronics into voltage supplies. Dangerous or not, those devices also create electromagnetic interference that ultimately must be mitigated.
In this webinar, KEMET's Samuel Accardo (Field Application Engineer) examines various safety capacitor options and their uses in knocking down EMI noise in electronic devices and preventing harm if failure occurs.

How does the capacitor provide safety? What does it protect and from what?

The naming is confusing. The purpose of these "safety caps" is not to primarily to provide safety per se, it's to provide EMI filtering. For that role, these caps are designed to fail safely. The "safety capacitor" term really should be "safe-failing capacitor".
