I heard there is a bipartisan bill that says if they government shuts down that no one in Congress will get paid. It'll never pass though...

Unfortunately, it is written into the Constitution (Article I, Section 6) that Congress members are to be paid/compensated so I don't know if there is anything to be done to prevent them being paid short of rewriting that part of the Constitution. When our country's founding fathers wrote that into the Constitution I doubt that they ever fathomed the idea of those in power shutting down the government, let alone possibly doing it as a form of political retribution.
