It's a German parker. Associated with the miletary from nowadays not the Wehrmacht. It's fashion nothing else. In Germany it's worn by punks and they are on the opposite side of the spectrum you're thinking of. It's comfy, stable and cheap. I always picked off the flag but that was a bigger statement than just leaving it on.
