It's bamboo, and he's finishing it with lacquer. The rest is self-explanatory.

This kind of fan is called Hapjukseon(合竹扇). What stands out is its durability. The basic bones are made of bamboo, and some are lacquered. The origin of folding fans were created during the Goryeo period(918〜1392AC) , and then introduced to China and Japan. Because Goryeo paper is very durable, it was widely distributed throughout Asia.

Thank God for such artisans. I never knew how labor intensive it was to prepare wood fr craft use. I caned chairs for years and depended on native artisans to prepare cane like this so I could use it. Kudos.

15 лет назад я работал в Корее и почти каждый день испытывал шок ( положительный) от того, как там работают люди ( или как они относятся к своей работе). Такой углепластиковый протез ноги там инвалид ( если он пришел до обеда) получает в тот же день и после обеда он домой идёт с новым протезом на ноге . В Швеции он получит протез такого же качества через 1-2 недели. А в РФ может недели через 3-4, да и качество будет совершенно другое. Если сравнивать изделия, где требуется ручной высоко-квалифицированный труд, то в Корее товары делаются и быстрее и дешевле, чем в Скандинавии. Корея страна, где совершенно невероятным образом совмещается ручной труд, на уровне виртуоза и высочайшего уровня современная индустрия ( автоматизация, механизация и хайтек). В Корее делаются самые большие в мире танкеры, самые мощные процессоры и самые маленькие светодиоды, самые большие плоские диодные экраны и самого большого объёма в мире устройства памяти . Один только Самсунг производит наименований товаров на несколько сотен страниц. Буквально от граблей до кораблей. Мало кто знает, но самое высокое здание на земле (Бурдж Халифа) высотой 828 м. построил Самсунг. Уровень здравоохранения там круче, чем в Скандинавии. А ведь в 1960-х Корея была нищей страной, где люди голодали.
