Yes you can use lacquer paints for washes similar to enamels. The lacquer thinners for plastic models dont attack the plastic so you can clean off excess. However it will attack all other paints, so I think it will only work good for unpainted kits.

When applying the second layer The first layer of paint is peeling off. How to apply? mr.color

I had that problem with Vallejo, so I started using enamel paint. However it will do the same with all paints so you simply have to wait. I use enamels because of the beutiful finishes.
