I have a quick question. Can i buy a property that has deed of assignment, irrevocable power of attorney and government survey plan but the land does not have a C of O?

How about a "deed of lease"

Deed of lease is a document showing transfer of property within a period of time (usually issued from a c of o documentation that is the period of 99yrs) while sometimes it is issued for lesser duration of time
