This airport is located in a zone called Maiquetia but the airport belongs to Caracas city...

This place in not Caracas, the airport is locating in La Guaira, 20 minutes from the capital.

Please, the territorial division is not relevant, the important thing is that the airport serves the capital of Venezuela, that's why it belongs to Caracas.
