Yes, the Mob run Strip casinos didn't like the Moulin Rouge and let it close unlike the struggling Royal Nevada and Dunes. The Corporate Gaming Act of 1967 & 1969 changed Vegas forever, that is the transition between classic Vegas and corporate Vegas.
Technically the Travelodge next to Circus Circus opened in 1958 and the Travelodge building was first built in 1952. So, to be accurate the Tropicana has the oldest "resort rooms" on the Strip and Sahara (1952) would have the second oldest resort rooms, the 14-story Tunis tower opened in 1960 at Sahara.
