Ooo I am glad you asked! You have come to the right place! Is Simlish a language? YES! Is it a SET language? Nope. Each new Sims game they keep building upon the confirmed Simlish words. There are over 400 right now. Some have meanings attached to them like HASPA (which means hot/fire/burn/heat) and some don't have meanings attached like SHASHOOBIE. Other than those confirmed words, the rest is jibberish based on emotion and total improv. The ones who are actually building the Simlish language are the Maxis Audio Department. They are the ones who work with Simlish all the time, the voice actors, and the artists who re-record their songs in Simlish and translate the songs from the original language into Simlish. They are the Simlish department, pretty much. Throughout my channel, you can find interviews from the artists, voice actors, Maxis Audio Department team about what Simlish is! Here are some to get you started! In my channel, there is a Simlish Recordings playlist. It has over 50 videos with interviews from the artists who re-recorded their songs in Simlish and The Sims voice actors. Krizia Bajos - The Sims 4 Voice Actor. She is very popular on TikTok and has a comprehensive Simlish cheatsheet of all the Simlish words (confirmed) used throughout The Sims 4. Scott Whyte - The Sims 4 Voice Actor. He does the male voices for our sims and you can check him out on social media too! Robi Kauker - The Sims Senior Audio Director since The Sims 2. He is the main guy who oversees everything Simlish from the voice acting, Simlish songs, in-game Simlish singing, etc. In an interview, he describes Simlish as "A commitment to communication via emotional expression." Jackie Perez Gratz - The Sims 4 Voice Director and the one responsible for translating all The Sims 4 songs from the original language into Simlish. She makes all the Simlish scripts the artists work from! In interviews, she reveals her Simlish translation process! Simlish has so much flexibility because it isn't a set language. It is entirely situational and based on emotion, because of that it is a universal language that everyone can understand!

Also, one of the reasons most of the fan-made Simlish songs I've seen don't exactly sound very Simlish-like, is because of precisely those things you've mentioned: 1. Simlish isn't just gibberish, there are phoneme rules 2. Even though words don't have meaning most of the time, some of them have been commonly used to represent the same thing. 3. Everyone agrees that Simlish singing is one of the most fun, hilarious yet extremely challenging things they have done in their whole lives! Many artists who have recorded in Simlish have said the same thing. I love that Simlish has become waay more consistent in The Sims 4 than any previous game. They are really building the language. Simlish is more consistent than most simmers realize! :D
