I agree with Liza regarding revising the laws defining who can become a U.S. President. Here is a list, for starters: To file for candidacy for U.S. President, one must . . . (1). pass a Top Secret background check (2). have held at least one other high-level government office, such as governor, federal congressional representative, federal cabinet secretary, state attorney general, etc... (3). have an advanced academic degree - Master's, JD, MD, PhD. (4). put any business interests s/he has into a blind trust. The results of the four above suggestions: (1) prevents someone under investigation becoming President and interfering in that same investigation; also minimizes access to the presidency by people who may be security leaks. (2) minimizes access to the presidency by incompetent, lazy, corrupt government employees. (3) minimizes access to the presidency by the least intelligent sector of society (4) minimizes access to the presidency for those who would use it for personal gain by constant violation of the emoluments rules. I am sure there are other restrictions we could put on those filing for candidacy; I hope this list is just a general starting point.
