NEWPORT, R.I. - Commander of the U.S. Army Training and Doctrine Command urged students to think at a higher level and focus on capabilities, rather than equipment, during a presentation at U.S. Naval War College, Oct. 27.
Army Gen. David G. Perkins addressed students, faculty and staff at the school and stressed the need to win in a complex world.
Winning is better accomplished when the focus is on capabilities and not necessarily acquiring assets, he said.
“Intellectual does lead the physical,” said Perkins. “You’ve got to start thinking seriously about what does the future really mean with regards to the big picture and capabilities. We must focus on building capabilities instead of buying things.”
The world is “unknown, unknowable and constantly changing,” according to Perkins, and the military must be ready for an enemy that is also adapting.
“We drive them [enemy] to change and avoid our strengths,” said Perkins. “For example, they know that we are very good are targeting them, so they change to avoid our strengths. They go underground. If we present just one problem for them, they will eventually compensate for that.”
The Army must look for ways to present multiple problems for the enemy so they will not be able to compensate so easily, according to Perkins.
“Generally speaking if you give them [the enemy] one dilemma, they can figure out how to mitigate it. It’s a known problem, and most people eventually will figure out how to deal with known problems,” Perkins said. “If we give them multiple dilemmas, not only do they have to figure out how to deal with this problem, but they know we’ve got about 10 other things up our sleeve.”
Perkins also told the NWC audience that he is working to build a culture of professionalism in the Army for everyone.
“We made the conscious decision that once you raise your right arm and swear an allegiance to the constitution, whether you are civilian, enlisted or officer, you are a member of the profession,” said Perkins. “Everyone is held to the standard of being a professional, and the expectations increase as you rise through the ranks.
“What the professional idea does is establish core baselines that everyone has and they act on. What that allows you to have is trust in the profession. Everyone has to have buy-in. You can’t be a profession of one.”

when ever I see a general officer of any branch or admirals, I always amazed how intelligent they are and how calm they are. There are exceptions. but few and far between.

Part near the ending about capabilities (and working structure) vs just buying stuff is very, very good observation.

Lt. Gen McMasters? That boy's pissed off a bus load of folks and still made Lt. Gen? Good for him. I'm kind of proud that the Army has advanced a man who went so against the grain earlier in his career.

I have very mixed feelings about that. I'm glad for him personally and I think he brings a new operating concept to the fore. However, the Trump administration is mad house and I'm not sure his insights will be well received. As an example, he just contradicted Trump in saying that the "Radical Islamic Terrorist" label was not productive.

Thank you sir. Great way to say we need to keep our wits about us. Essentially what we.need is the very reason. I found what I did. You need a man who is willing to fight for what he believes in at the core of all these models send you forums. You need a Minuteman, an old trapper with his feet in the bush and eyes looking for his next meal.

I would disagree with the General on one thing. It is not about winning in a complex world, rather it is about maintaining the balance of power in a complex world. Coalitions are organized for this purpose.

Win without fighting.... Hmm... the Ancient Greeks and Romans had a saying (the Romans probably stole it off the Greeks). If you wish Peace, be prepared for War.

alganhar1 - except that winning without fighting is not just about stacking up boots and range time. There are activities that you only do in peacetime which contribute. Like helping people with disaster relief.

So if we win or lose at the strategic level of war, then we can most definitely put the blame for Iraq and Afghanistan on the flag officers. That's what I heard.

Well I don't agree if we are playing the blame game then nothing will ever be fixed. We need to be better analysts and experts so we can help guide our flag leadership on the realities on the ground only through that will our military improve. It take correcting on both ends but our leadership does need to make the first major steps.

He is not quite correct on no other countries having a TRADOC command. The Australian Army has a DG TRADOC headed by a one star.
