Well, they probably didn't have any band footage to use, just the audio. And no budget but a roll of film. So a camera guy and a director and some hot girl they knew wandered around the city shooting random footage of her and maybe a crowd shot here and there, and the director was probably the guy you see her with. And they put it together in studio with maybe some file footage, like those dancers. "Because that's how I'd do it."
