I think he's some kind of Demon that took on the form of a human or possessed the original Mayor, maybe that's why his Demon form wasn't shown in the mirror, but that's just my personal theory! Edit: Nope it's been debunked, turns out he was a war chief for an emperor before LBD took over his brain.
Well, it seems he caught macaque off guard and probably just kept him busy for a bit. Macaque was able to take a punch and fight equally with wukong (although clearly he can't fight on equal footing for a long time) and even had him held down in their first fight. The mayor wasn't capable of taking a single hit. I think he's just fast and got the lamp off Macaque in their scuffle because every time he's overpowered, anyone of real strength, it's been off guard. I feel if it came down to it, macaque could probably take him, and Is probably more on nezjhas level if not a bit higher.
I believe the Mayor was empowered by LBD. The power was not his but hers. This little shadows give his ”true form” away. Mayor by himself was just an ordinary fella.

i know this comment's almost a year old but, i'd honestly go with the idea he was brought to spesifically find mk himself to unlock it so she can see him first hand rather than rush and open it up himself. lady bone demon is caught up on fate and destiny that she most likely assumed wukong's predecessor was destined to be the one to open the chest.
