I agree that in a salon speed is key but In a spa in a hotel its an experience and they want to be pampered and they don't want it too fast .

Most of my clients are nail overlays. I charge the same price every time they come back ( every 3-4 weeks) I charge for any repairs .( having to put an extension if they broke any nails. ) so what is that … a fill , or rebalance? ( active length nails)

Great question! For a natural nail overlay with active nail lengths and average growth, we would most likely consider these fills! For those clients who have longer nails, require more restructuring or miss appointments, then we would consider that a rebalance. Hope this helps!
