22.5VAC is low for secondary voltage. I bet when you check that transformer you will find it is incorrectly tapped on the line side. Tapped on 240VAC when you have 208VAC. Switch it o the correct incoming voltage and that 22.5VAC will increase closer to 27VAC, at least 24VAC.
Great point. I didn't want to confuse too many topics but plan to do that when I go back with the valve. Indeed the Transformer is on the wrong tap. Hard to say if it had any part in the valves failure but even with the 22 volts you can solidly feel the plunger changing position inside of the valve. I don't get too concerned when I see secondary between 22 and 26.. its a good idea to check the Transformer power tap for proper placement 208/230v but sometimes it's weak battery in the meter...if I'm having multiple failures on the low voltage side I'll dig further.. thanks for the comments
To add to this if anyone is in the colder regions, It’s also common the regulator gets condensation inside from the exhaust and rain/snow and freezes the diaphragm and vent hole. You will have these same symptoms, 24V at valve and no gas smell. You can use a heat gun and slowly heat it up to get them going while you get a replacement valve and a maxi cap.
Good tip.. its been a few years but we had an older maxitrol valve, the unit was installed in a corner along with the laundry exhaust... even new valves froze so we had to wrap the valve with a heat tape.. ..but for the most part I would change the valve anyway , if the valve sticks once it will likely stick again stick again.
