Who ever designed the slob clown puppet can burn. There's no reason to make a roaming enemy this annoying unless you were trying to piss off the player.
for me it was kinda easy to predict their attacks, if you can get the timing of its throw punching move and the one attack where he falls at you, it's not that hard. Also, in my case, as the first time you encounter it was too far from the stargazer you were coming from, I skipped it until I get to the next one and then I engaged into battle. For me, the most cancerous mini boss is the big carcass with a shield or the buffon/joker.
