It's not a "bad" line, but certainly not a great one. Depending on what you like playing, there are usually better ones on specific purposes or styles out there.
Hi Mr. Terry!! Thank you for posting this video about the Line Split of Soviet Destroyers😍. As I'm a main Soviet destroyer, the T10s of these two trees are powerful ships for me! The Delny is in a completely superior position to the Kiev, with a maneuverable main gun that can be used in anti-destroyer combat as well as a strong shots against light cruisers. It is a very fun ship which uses its speed to repeatedly reposition itself and continue to fire with accurate avoidance of enemy bullets! However, it is a ship that can only be used in random battles, and its play is a bit egoistic similar to the Khabarovsk...😅 On the other hand, the Grozovoi, which is similar to the Gearing, can engage "occupy", "scout", and "control on enemy destroyers". It has a more effective main gun than the Gearing and an excellent torpedoes for a gunboat! If you understand the gunboat style of the Soviet destroyers, you will have no complaints about the Grozovoi, but rather feel it is an excellent destroyer because she is one of the easiest Soviet destroyers to maneuver. Perhaps many people have issues with the Grozovoi's mobility and skill set, but if you play more than 2000 battles on the Khabarovsk like I have, those complaints should go away! XD
For me Soviet DDS weren't the first line, but the first lines grinded to the T10. And I have all 3: Khabar, Delny and Grozovoi. I like them all. T9 Kiev and Udaloi are my best performers in ranked with win rate above 70%. I like how fun these lines are. They can do everything good. And these.guns are just joy, precise and punchy. My favourite is to outgun Smolensk on Khaba :)
I agree that, compared to Khabarovsk, they're probably the better option 😅 When I test ships, I usually play about 10-15 rounds to get a feel for them. For me, they both excel as gunboats, and farming fire damage on battleships. They're not _bad_ ships at what they do, but there are other destroyers out there that are more capable in specific areas. Looking for a fast gunboat with great HE potential? French are better. Looking for a destroyer-hunter? German, or even Daring, highly manoeuvrable and utility. Going after cruisers? Elbing is second to none. I think the comparison to Gearing is pretty spot on. Another DD that's not bad as a package, but gets outshone in each individual aspect by another line.
Delny feels different from Khabarovsk, I do like the higher speed and torp range, but Khabarovsk is just better. Khabarovsk is the ultimate Gunboat DD, really. Delny is too "Well Rounded" of a destroyer. I never got the other line, but I hear Udaloi at teir 9 is OP. I do know the other line focuses on torpedoes, so it makes things like Delny seem like a bad Torpedo Boat.
They're similar, but Khaba in comparison is just too unwieldy with worse manuverability than Minotaur, Delny just does better as a DD. However if they need to yolo something Khaba will yolo better, and I do find Khaba more enjoyable to play
"well rounded" sums it up, really, but for that, she's just 4 years too late. There are so many DD counters these days that I'd argue that "gimmick" DDs that excel in specific areas are more useful. And with the manoeuvrability of those things, I'd ask, why not get a Jinan or Mino, for outright double the firepower. They are not "bad" ships, and some people will enjoy them, especially in randoms where T10 BBs damacon single fires. But there are better, more specialised lines, which I think is the way to go today.
I used to play Udaloi, and stopped at tier ix. But now, am grinding the gdansk line, i mean excellent HE guns, good flooding chance, smoke screen, radar... That one itself powercrept many other Dd lines

It is rather sad that you should just stop at tier 9 since the tier 10 is a bit of a downgrade. I wonder if they will switch the tiers of Grozevoi and Udaloi? (Probably not)
If this is one of your first destroyer lines, I recommend Gearing as it's a jack of all trades. Attilio is a monster against other destroyers, but has low gun range so it requires more skill to make work.
I will say this about grozovoi. The ship is bad, and useless. Arguably the worst tier 10 dd in the game rn, simply because it is useless. You want a destroyer for general purpose use? Gearing is a better destroyer. (Even has higher gun dpm despite not being the “gun focused” one😂) You wanna play a dd with smoke and good guns? Literally any other tier 10 dd with smoke and good guns is better. Harugumo, Gdansk, Alvaro De Bazan. Grozovoi torps are not good enough at all to be compared to anything with remotely decent torps. A well played Khabarovsk will consistently perform better than a well played Grozovoi. There is absolute no reason to play Grozovoi, the state it’s in, is beyond a tragedy. Oh and the tier 9, Udaloi is just a better ship 🙂. I really do hope it gets buffs because rn grozovoi is in a sad state. (Did I forget to mention how it has some of the worst acceleration relative to its max speed? You accelerate like a Lushun basically)
I don't think there's an actual "bad" destroyer out there. Hear me out - I'm looking at it in terms of damage potential, and both Delny and Grozo can absolutely do well, if the setup is right and RNG is in your favour. That said, they are certainly at the bottom of the list, simply because pretty much all destroyers out there can do things better than them - as you said, even the power-crept Gearing. For a line that's been introduced so late in the game, I don't understand its purpose. Most DD lines today have unique value propositions, yet these two branches aren't very different from each other, and both aim for a role that's not really relevant. That's why I called them "a line you have to like", because there's no other reason to get them.

Basically just an easier version of a Kleber, with less damage potential. Unfortunately for grozovoi its damage output potential while it could be not bad, isn’t saying much when every other destroyer could do not bad damage at tier 10, or even less, but offer way more as a ship. Grozovoi isn’t a “bad ship” in the normal sense when compared to some of the worst ships at tier 10, but it’s by no means good, or memorable. As a CC I have been asking for grozovoi buffs for some time now 😅
