I haven't done it myself but it looks like if you OR in WS_CAPTION and WS_SYSMENU with your window styles in CreateWindow you'll get one. Anything that can be done with the Windows API should be doable in C, and higher level languages are just wrapping those functions or combining them to make more convenient shortcuts to common API tasks, AFAIK.
