There are 2 prime movers at a station near where I live (Croydon) and everytime I have seen them going out on a call, they have had two-tones. I think that the same applies to all prime movers up and down the country.

I think it's because the two-tone horns are default on the siren. There's an option to change it to wail/yelp. That's what I think anyway. I may be wrong. You're right it applies to all prime movers up and down the country, as a part of the New Dimensions scheme. A Government scheme that has supplied the services with these vehicles and equipment which are national resources and can be used anywhere in the UK. The prime-movers how-ever don't just carry modules (containers), there's other prime-movers, modified, as part of the New Dimensions scheme, for High Volume Pumps and Mass Decontamination Incident Response Units. You'll notice all these prime-movers look the same and have a very similar plate, as they're all made and registered in the same area and issued under the New Dimensions scheme. Going back to the sirens, I've heard in person an Incident Response Unit, which is a part of the New Dimensions scheme, using wail/yelping sirens. And just as I'd finished typing all that, I found a USAR Prime-Mover, from the New Dimensions scheme, using wail/yelping sirens in Liverpool (Operated by Merseyside, but it is a New Dimensions Government supplied vehicle - this is the same in London) and also uses the two-tone horns momentarily. That's the US and other countries. In the UK they are normally titled as 'Fire & Rescue Service' (e.g. Kent Fire & Rescue Service) with a handful still using the older 'Fire Brigade' term (like London Fire Brigade).
