you dont push the line to the rod, instead you hold the line with your pointer finger. This way the finger movement is minimum. When to release the line: You must let the rod tip push the lead and then you release. It should feel very tight. Basically you aim for the sound which is easier. What i mean is if your rod whistles a lot that means you release your finger way too early(your released before the rod tip push). The sound you want is how the rod breaks through the wind and nothing else, and dont forget about the rod tip push at the end of the cast.

So people can leave it on if needed if you dont cut some off it's not just used as a shock leader it's used for abrasion too if your fishing snaggy swims
