This video shows you how to loot the stormbird cannon earlier in the game without needing to go to San Francisco, or needing a flying mount.
You can Also buy one in Memorial Grove using a black box.

VERY helpful, been trying to figure out how to get there for two days. ofc, when i finally get up there and kill the damned thing, there's no stormbird cannon to upgrade my gear. just wonderful rng, no?

This comment made me really happy, happy it helped. This actually happened to me once as well. I just fast traveled and killed it again and got the cannon. Sometimes you end up damaging the cannon too much before you "tear" it. That why I use the arrow with high tear damage instead of the regular arrow.

@@SinaPhoenix1994 yeah, i went to the back part of the area toward the other cliffs (north) looking to see if there might be a campfire. when i turned around, i saw the stormbird flying again, he'd respawned along with the deathwing, so i got to farm them again without reloading. win/win, got the cannon that time. thanks for the help, i really appreciated seeing that route and how easy it was to get up there after all. well done!

@@billkrussick6477 Glad it helped you and thanks for commenting and supporting. P.S. That is technically a minor bug, I don't think you are supposed to get there early in the game. Won't spoil it for you but you will see what I mean toward the end of the game ;)

Why is he not going away from you? For me he goes behind dread wing and that dread wing just destroys me

If you approach it from the side I'm showing, it should not go behind the dread wing. Also make sure you don't leave the area because it might just stop following you. Hope this helps.
