Siyamak sits down with Paul Webster, with LA Alliance for human rights. Paul and his team have taken legal action against the city and county of Los Angeles to address the homelessness crisis in LA. We'll also dive into his efforts and the outcome of his lawsuit.

These were the points Larry Elder ran on when challenging Governor Newsom during the recall effort a e years ago. He understood all of these elements to the homeless problem. And yet, the citizens voted for Newsom. Sad. For everyone.

This is kind of a misnomer. Los Angeles has probably more public mental health services for homeless and drug addicts than any other place in America. They have a ton of charities/non profits and clinics funded by taxpayers. What he said is that _the_ _city_ of Los Angeles has no mental health services... that's because mental health services are the responsibility of _the_ _county_ of Los Angeles, and by extension the State of California and the federal HHSA. Frankly, the city should _not_ offer mental health services, because this is inefficient and wasteful doubling up. Public mental health treatment clearly falls under the mandate of the county and the state. The City doesn't have funding, or any departments to administer mental health treatment. So they'll have to start from scratch, they're re-inventing the wheel when the county already has a functioning system that does the same thing. This kind of redundant doubling up is actually a major problem with fixing homelessness. You have a dozen different agencies and municipalities all spending and trying stuff out. They all partially overlap and they all slightly differ. You have one agency moving north and the other is moving south, instead of moving in one direction together. They all have byzantine bureaucracies that grind progress to a halt and convoluted funding structures and complex laws on how they need to be administered and managed by the state and by providers. They aren't coordinated at all. It's a tangled mess (in San Diego, even the transit authority in charge of the Trolley/Bus system is building low income housing now, if that tells you how crazy and desperate this has gotten). Let's say you pull off a miracle revolutionize one of these agencies re: homelessness, and they really get their act together. You still have a dozen other cats to herd. This redundancy and doubling up results in just enormous waste and inefficiency, I can't even tell you. I worked as a drug counselor at publicly funded programs in Southern CA for many years. They need to overhaul all the agencies trying to deal with homelessness. You have to have someone with vision at the top and strong leadership to coordinate the whole thing.

The problem is so big and they've allowed it to get so out of hand that it will take years to resolve this issue and a strong commitment. They need to build mental hospitals that were closed down during the Reagan era. When they close down the mental institutions they threw all those people in the street. There are some people who are so mentally ill they need constant care daily. But unfortunately we had lawyers sue the hell out of the government for mistreatment or non-treatment of mental patients and it forced the state to close down the facilities.

Marilyn, there were many factors that closed down our publicly funded mental institutions during the Reagan era. Lawsuits were not one of them. I've worked in this field for years, I've had exposure to some of these types of providers. Take it from me, they basically mistreat patients with total impunity. I've seen amazingly incompetent and dangerous mental health facilities before in LA and San Diego. They are not concerned with lawsuits. They're not even concerned with complaints to the professional board and bad reviews on google. What shut down the mental health hospitals was a combination to of two big factors. Reagan era "small government" and "government is the problem" mentality. This put pressure on the hospitals, and cut their funding. Reaganites argues that private hospitals and the free market would deal with the problem much better. This turned out not to be true, as we have seen. I know this is taboo to say, for Reaganites, but there are just certain issues in our society which markets are _not_ good at fixing. You need government to be involved and actively managing the situation. The second factor might be more surprising: There was a movement in the profession of mental health treatment to get people out of these hospitals. There was a very famous study performed by a guy named Rosenhan that seemed to show these hospitals were wrongfully keeping patients locked up. Rosenhan's study was a big deal. It seemed to show these hospitals were baloney. It turns out, we know today that Rosenhan is a fraud, and the landmark study is actually fraudulent, but that wasn't known at the time. Mental health clinicians started to wonder if 50-70% of these people in hospitals could actually be living much more dignified and fulfilling lives out in the community, with some help, and new medications which were hitting the market. So psychiatrists and psychologists actually were open to closing these hospitals down. They didn't resist. I agree, we need these institutions to be open again. There basically is no residential treatment anymore, longer than 90 days. Private insurance killed long-term inpatient around 2015, because the insurance companies decided it was too expensive. But some people need six months, twelves months, maybe even years, before they can integrate back into society. Some people are so severe they will need hospitalization or major support their whole lives. But the way things are today, they have nowhere to go.

I live in L A it’s a lot of discrimination going on with housing agencies. People who work for homeless agencies should find a another job. Customer service is notable. Our family just found a place, it’s not the best place to live. The security deposit is $8640 the rent is $4320. It supposed to be a 4 bedroom. But really 3. We been looking for a place for 3 years our rental history is great. We move to California because of employment opportunities. Landlords been taking our money and not approving us with no explanation. Los Angeles is terrible.

I wish California insiders would get involved in the mayoral elections , here in San Francisco we have a mayoral election and would like the CA insider to get involved in the debate. The current SF mayor salary, makes $100,000 dollars more than NYC this is ridiculous!

This is a law enforcement issue, plain and simple. The taxpayers of Los Angeles bought, and continue to pay for each and every street and sidewalk, for the specific purpose of ensuring their safety. Living on public land is a violation of the law. Possession and use of drugs is a violation of the law. Urination and defecation on public land is a violation of the law. Blocking public thoroughfares is a violation of law. Endangering children is a violation of the law. We are reminded of the importance of following laws each time we are called upon to pay our taxes, register our cars, enroll our children in schools, etc. And yet, this group of scofflaws, in plain sight, are permitted to make a mockery of our laws, and in so doing, threaten the welfare of our children. We ought to be ashamed of OURSELVES for allowing this to happen.

Will you find the staff to do all this? Finding qualified staff is a huge problem in local government. I'm retired from the County, and they cant find good people to replace me. The last guy left because of bad work conditions. Its easy to point fingers when you don't have to do the work.

We have this crazy drumbeat for housing. Yet that's the not the only need, we need services for addiction & mental health issues. Inside Safe where we're basically scooping up encampments and putting them into hotels hopefully works well for some but for others - not sure how well it works for those with addiction issues.

Unfortunately nobody knows him so he has no chance. Larry Elder has been talking on this issue a long time ago and understands the situation (among other things in CA) but the people voted to keep Newscum in the recall.
