The Lossen rearrangement is the conversion of a hydroxamate ester to an isocyanate. Typically O-acyl, sulfonyl, or phosphoryl O-derivative are employed. The isocyanate can be used further to generate ureas in the presence of amines or generate amines in the presence of water.

C6H5NO2 is electron rich as NO2 can suck electron density, remember This group is migrating along with electrons thus when it migrates it easily form bond, in this context I am saying it is good electron donor.
