Louis Tomlinson's use of the number 28 is a clear example of queer coding, as that number has a very specific meaning in the history of the LGBTQ+ movement in the UK. Thus, the meaning of Louis' 28 tattoo, and the wide use of the number in general, probably goes beyond the expected Larry anniversary, September 28.
Section 28 was a British law that prohibited the "promotion of homosexuality". It was introduced in 1988 by Thatcher's government and it was in effect until as late as 2000/2003 (Scotland/rest of the UK). It had a strong negative impact in the lives of many LGBTQ+ people, and its legacy still affects for example how LGBTQ+ issues are addressed in schools. Protesting against section 28 has also been a huge driving force in the British LGBTQ+ movement.
